Teamwork makes the dream work: stronger cross-border planning needed for hydrogen infrastructure

A new report by HY3+, a project led by TNO and Arcadis, confirms that a well-connected hydrogen infrastructure between the Netherlands, Belgium, and Germany is technically feasible and crucial for decarbonising industry and accelerating the energy transition. For producers and end-users alike, reliable supply is key. While current plans are sufficient to transport large volumes of hydrogen, the report warns that underground storage capacity is still lacking to ensure long-term delivery security.

To close that gap, the authors recommend targeted investments in storage infrastructure, alternative hydrogen carriers such as ammonia, and flexible demand strategies. They also stress the need for better cross-border coordination, including the alignment of rules, tariffs, and infrastructure investments.

The HY3+ project was carried out in collaboration with industry players among which also WIC members including BP, ExxonMobil, Gasunie, North Sea Port, Port of Rotterdam, Shell and Vopak.
