Hamburg Declaration: offshore wind and hydrogen as pillars of Europe’s clean energy hub

The Hamburg Declaration of Energy Ministers, adopted at the North Sea Summit in January 2026, sets out a shared commitment to transform the North Seas into the world’s largest clean energy hub by massively scaling up offshore wind and strengthening cross-border energy cooperation. The declaration highlights offshore renewable and low-carbon hydrogen as essential tools to reduce Europe’s dependence on fossil fuel imports and improve energy security. Ministers agreed that joint offshore infrastructure, including hybrid wind projects and potential offshore hydrogen production, can better integrate large volumes of renewable electricity while supporting industrial competitiveness. Through nine priority action areas, the signatories aim to accelerate coordinated deployment toward Europe’s ambition of 300 GW offshore wind by 2050, with hydrogen playing a growing role in balancing the system and supplying clean energy to hard-to-abate sectors.
