Flemish government invests 2 billion euro to support industry in energy transition 

Last year, Flanders launched its first pilot call for ‘transition contracts’ or ‘carbon contracts for difference’ based OPEX support, with focus on investments in electric boilers and industrial heat pumps. That first call amounted to 70 million euros spread over 10 years (or 7 million annually). 
The government is now embedding this initiative structurally and has assigned a budget of €2 billion for a period of 10 years. A first investment budget of 100 million euros will be made available in 2028 and 200 million euros in 2029, which will be continued for 10 years.  
The budget will be used to support the industry in implementing carbon reduction and clean energy technologies, such as CCU(S), hydrogen or nuclear SMR.  The exact modalities and the way the calls will be organized will be further developed in the coming period. 

The initiative has been presented on February 3 by Minister-President Diependaele in a fully packed Lamot conference Centre in Mechelen.  It is the result of the first phase of the ‘Klimaatsprong’ program, of which the conclusions and follow-up are summarized in a 2026-2030 program note and a study executed by Deloitte and VUB-IES.
