EU extends toll exemption for zero-emission trucks until 2031

The European Parliament has approved an extension of the toll exemption for zero-emission (electric and hydrogen) heavy trucks until June 30, 2031, allowing member states to continue applying a zero toll rate. This decision provides more certainty for cross-border transport operators, even though the Netherlands will only apply a reduced rate of 76–80% for ZEV through its upcoming (July 2026) Truck Toll system. In Belgium, tolling for heavy vehicles is managed regionally by Viapass. The extension allows Flanders & Brussels to continue their current policy of exempting zero-emission heavy duty trucks from paying road tax. The measure aims to encourage the adoption of costly zero-emission trucks and strengthen competitiveness, especially in countries with limited subsidy support. TLN, Transport & Logistiek Nederland, emphasizes that broader EU-wide policies are needed to accelerate the greening of Europe’s truck fleet, taking inspiration from the Dutch model of reinvestment and subsidies.
